GM04-03-20-02 - Dave Mortensen moved, with Robert Sanderson seconding, to send two delegates. Passed.
GM04-03-20-03 - Dennis Platt moved, with Robert Sanderson, to change the per diem rate from $25 to $35 per day. Passed.
GM04-03-20-04 - Dennis Platt moved, with John Peebler seconding, to pay air fare, combo (registration), per diem and hotel expenses for two delegates. Passed.

The secretary cast the ballot on behalf of the members present to send Nancy OBrien and Eli McCowan to the NAD conference this summer.
Eli McCowan, vice president - gave a PowerPoint presentation of her 2005 UAD Conference report. It will be held June 9-11, 2005 at the Sanderson Community Center for the Deaf and Hard of Hearing. She outlined the need for volunteers in many areas. A volunteer meeting will be held in May. By straw vote, Salt Lake City/SCCDHH will be the place. Also by straw vote, it was decided to have MDUP on Saturday night.
Ron Nelson then took the floor to discuss priorities as set at the September 2, 2003 general meeting:
| * Hospital service | The chair of the hospital committee recently resigned. Ron Nelson has a name for the new chair, and will see if that person accepts. |
| * Quality of captioning | Members gave their feedback on Channels 2, 4, 5 and 13 newscasts. There will be an evaluation team going to Channel 5 to observe their captioning and give feedback. There is a lack of closed captioning for editorial comments and repartee among news anchors. Closed captioning is cut off when commercials come on. |
| * Status of Jean Massieu School | David Samuelsen spoke of the $350,000 that was
earmarked by the legislature for JMS from non-lapsing funds. There is also a bill to
separate charter schools from the board of education - a district of their own. JMS passed the "No Child Left Behind" requirements. However, theres too much paperwork involved to be able to obtain the funds. JMS would need to purchase needed equipment up front, then bill government to get reimbursed. |
| * Two-way paging system for emergencies (with RUCC asking PSC why pagers cannot be supplied for emergency purposes) | Robert Sanderson approached RUCC with this concept. He suggested this to Kristylynne Brady, PSC outreach specialist, and now PSC is checking. |
| * Good relationship with PSC | Ron Nelson has met with Julie Orchard of PSC and the discussion was very good. Ms. Orchard will get more information to him. Julie showed up at the ski banquet on February 27 to give an award to Art Valdez. This broke the ice that had formed between PSC and UAD since 2000 when UAD lost the relay service. |
EB04-03-20-05 - George Wilding moved, with John Peebler seconding, to ratify the motion that was passed at the board meeting in December 2003. Passed. (see motion below)
EB12-20-03 - Move to reimburse Eli McCowan and Nancy OBrien for Region IV Conference expenses up to $118.85. this motion shall be brought to the next UAD general meeting for ratification by UAD members. Passed with 8 votes in favor.
Ron Nelson, president, gave his report. The "Open Your Hearts" fundraiser brought in $3670.10 for NAD to use in their efforts to fight the weakening of the ADA act and the FCC closed captioning rules. The Popcorn Coalition has been meeting monthly, and the cued organization has joined the group. They are checking on housing for elderly deaf and hard of hearing people. Also mentioned were the Utah Schools for the Deaf and the Blind changes, meeting with Julie Orchard and Kristylynne Brady of Public Service Commission, and the upcoming meeting with Kim Burningham, chair of Utah State Board of Education

Eli McCowan, vice president, explained about Leadership Academy for the Deaf and Hard of Hearing (LADHH). LADHH members will be managing a booth at the USADB national basketball tournament.
Val Kinney, secretary, indicated that the Articles of Incorporation and Bylaws have been updated, thanks to Ron Nelson.
Dennis Platt, treasurer, gave his March report, plus the breakdowns for 2001, 2002 and 2003. The breakdowns for 2003 show a gain of $13,261.00, as compared to a loss of $15,647.86 in 2002. The 2001 breakdown shows a gain of $4,590.18
Rob Kerr, chairman, thanked Ron Nelson and Val Kinney for posting the agenda on the website. This is a big improvement over getting an agenda ready and mailed out to board members.
Val Kinney, bookstore manager, indicated that the bookstore volunteers are what keep the bookstore running.
Eli McCowan, speaking on behalf of SCCDHH, gave her Community Partnership report. The Sanderson Center administration is seeking to partner with outside agencies such as Utah Schools for the Deaf and the Blind, Jean Massieu School, Utah Association for the Deaf and others to work together on various projects.
