These guidelines were developed by a Utah Association for the Deaf committee for the purpose of setting helpful guidelines for future conference chairpersons. On May 1, 1990, these guidelines were drawn up and delivered to the Utah Association for the Deaf Board of Directors for their approval.  

The members of the committee were as follows:
* Mr. Ron Nelson - UAD Board Secretary & 1987 UAD Convention Co-Chairperson
* Mr. Johnny Peebler - 1989 UAD Convention Chairperson
* Mr. Lynn Losee - 1991 UAD Convention Chairperson
